03 Apr Cancellation of the Mandatory National Partner Requirement for International NGOs in Syria
The Syrian Ministry of Foreign Affairs and Expatriates – Directorate of International Cooperation has issued a circular regulating the mechanism of work in internationally funded projects and programs, as part of efforts to strengthen the governance of international support and organize cooperation channels with international entities and international NGOs.
According to the circular, the mandatory requirement to operate through a national partner in projects funded by international entities has been cancelled. Previously, this mechanism included entities such as the Syrian Red Crescent and the Syrian Development Organization. The new measure allows programs and projects related to international support to be implemented under the newly adopted mechanisms.
The circular also emphasized that no memoranda of understanding, agreements, or any other forms of cooperation may be concluded or signed directly without prior coordination with the Directorate of International Cooperation – National Partnerships Department at the Ministry of Foreign Affairs and Expatriates, in accordance with the approved procedures and regulatory frameworks.
This measure aims to regulate international cooperation mechanisms and unify institutional coordination channels between national and international NGOs, in line with the role of the Directorate of International Cooperation in strengthening the governance of international support.
